- Ad hoc promotion: Only category (iii) officers (no adverse entry or penalty in the entire service, reputation vouched by HoD and Secretary) may be considered, after two years from the first DPC, and only if not against public interest — never where the charge involves moral turpitude, misappropriation, embezzlement or grave dereliction of duty.
- Outcome: If acquitted on merits or fully exonerated, the ad hoc promotion becomes regular from its date (with notional promotion / seniority if due earlier); if acquitted only on technical grounds or not exonerated, the ad hoc promotion ends. Cases should be finalised within two years.
